With a career in law enforcement, working in uniformed and non-uniformed services in both municipal and county governments for over 36 years, Mr. Dixon brings a wide range of experience, training, and education to the APMS team.
Mr. Dixon gained command level experience with the Seattle Police Department. As Vice President of the Seattle Police Officers Guild, Mr. Dixon was a pillar in the labor organization, representing 1,300 commissioned officers.
Mr. Dixon was a founding member and the Vice President of the Washington State Law Enforcement Memorial Foundation and presently serves as counsel to the Behind the Badge Foundation, an organization that provides comprehensive support to Washington State’s law enforcement agencies, families, and communities after an officer has died or suffered serious injury in the line of duty.
Mr. Dixon also currently serves as a Maui Police Commissioner and is responsible for the selection and removal of the Chief of Police, reviewing the annual budget, and investigating charges brought forth by the public regarding police conduct.

Mr. Doyle brings a wealth of experience and expertise as a facilitator and consultant. Mr. Doyle has held a number of senior and executive leadership roles within human resources, involving both unionized and non-union work environments within private and public sectors.
Mr. Doyle is known for his strategic focus and operational expertise as offered through his consultancy practice. His ability to communicate effectively, build collaborative relationships with diverse stakeholders ranging from boards of directors to senior management, employees, and community groups is widely acknowledged and sought after.
Mr. Doyle has assisted the post-graduate faculty at Royal Roads University (Victoria, B.C.) and Rochester Institute of Technology (Rochester, N.Y.) regarding executive and management level leadership development programs and possesses a Master of Science degree with a focus on human resources and organization development.
Mr. Doyle continues to contribute at the governance level as a board member for several professional and community organizations.

Mr. Fraser has held leadership roles for over 30 years, beginning with a career in the United States Navy, which then led to a series of progressively more difficult and challenging roles in city government, as well as in private industry.
Mr. Fraser commanded USS Underwood (FFG-36) during Operations Iraqi Freedom (OIF), Enduring Freedom (OEF), and Partnership of the Americas and as commander, led a multi-national force in the Persian Gulf, protecting two Iraqi offshore oil terminals.
As a Certified Emergency Manager (CEM), Mr. Fraser served as the Commissioner of the Boston Fire Department. During this tenure, Mr. Fraser lead the Department through the 2013 Boston Marathon Bombing, 2013 Winter Storm ‘Nemo’, and Hurricanes ‘Sandy’ and ‘Irene’, all of which garnered significant praise for the excellent response planning he led through each incident. During tough economic times and severe budget cuts, Mr. Fraser maintained service levels with no layoffs or demotions and assisted with assembling the Department’s first Strategic Planning Committee and developed the first Strategic Plan in the history of the Department. As well, he led a negotiation team that successfully negotiated contracts with three of the city's largest labor unions.
Presently, Mr. Fraser is serving as the Director of Business Development for a Fortune 500 international energy company.

Mr. Stewart served as Fire Chief for the Toronto Fire Services from May 1, 2003 to April 30, 201,2 at which time he retired from the service after serving 39 and half years. Prior to the amalgamation of the new City of Toronto on January 1, 1998, Mr. Stewart served in the former City of North York Fire Department for 26 years. He served as an operations fire fighter, Captain, Administration Chief, Assistant Deputy, Deputy Chief, and ultimately as the Fire Chief from May 1, 2003 to April 30, 2012.Mr. Stewart currently serves as a Director and a Past International President of the Institution of Fire Engineers and is a Past President of the Metropolitan Fire Chiefs Association, International Association of Fire Chiefs/National Fire Protection Association. He also serves as a member of the Board of Directors of the National Fire Protection Association, as well as a Director of the Canadian Fallen Fire Fighters Foundation. Mr. Stewart is also a Past President of the Institution of Fire Engineers (Canada Branch). Mr. Stewart has also served as a member of the Professional Standards Setting Body for the Ontario Fire College, in the review of all standards for fire fighter training in Ontario. Mr. Stewart continues to serve as an Advisory Board Member of Humber College, Fire Services Program and is a past member of the Board of Directors for the Fire Marshal’s Public Fire Safety Council.Mr. Stewart is committed to lifelong learning, and is a past Board Member for Public Administration and Governance of Ryerson University. Mr. Stewart has also served as a member of the Canadian Armed Forces as a commissioned officer and as a non- commissioned officer.Mr. Stewart is a graduate of the Ontario Fire College’s Technology Diploma Programs, general and advanced levels, and the Executive Development Program as well as Canadian Emergency Preparedness College, Public Administration and Governance Certificate from Ryerson University, and Honorary Degree from Humber College, Bachelor of Applied Studies. Mr. Stewart also holds professional designations from various institutions including the: Institution of Fire Engineers, Fellow of the Institution of Fire Engineers, FIFireE; Ontario Municipal Management Institute, Certified Municipal Manager CMM; and the Canadian Association of Fire Chiefs, Chief Fire Officer, CFO.

Chief Constable Jim Cessford retired in February 2015 from the Delta Police Department after a dynamic career in policing spanning 47 years. Mr. Cessford was Superintendent in charge of Edmonton’s Downtown Division until he accepted the appointment of Chief Constable with Delta Police Department in 1995, bringing his vast and diverse expertise to the Department. He worked as a homicide and major crimes investigator for 14 years, conducting numerous complex and high-profile investigations. He received extensive training as a hostage negotiator and was recognized and designated by the courts as an expert in this area after handling numerous high-risk situations as the primary negotiator.He has been President of both the Municipal Chiefs of Police and BC Association of Chiefs of Police; a member of various BCACP committees; a member of the Steering Committee that built the Organized Crime Agency of BC (now named Combined Forces Special Enforcement Unit), and has lectured at the Justice Institute of BC, Simon Fraser University, University of Alberta, and other organizations across Canada. He was the former Chair of the Canadian Police Research Centre based in Ottawa, a former executive of the Edmonton Police Association, and on the Advisory Board of Kwantlen Polytechnic University. In 2009, he was named Citizen of the Year by the Delta Chamber of Commerce, and in 2010, Mr. Cessford became a Member of the Order of Merit for Police Forces, presented by the Governor General in Ottawa.

As the retired Police Chief and Lieutenant Colonel, Mr. Tunson has more than 32 years of experience in the law enforcement field and is a Vietnam and Desert Storm veteran.Mr. Tunson worked as a Deputy Sheriff for many years and has worked every aspect of law enforcement, including but not limited to patrol, investigations, narcotics, and homicide, and has served as Police Chief in four California cities.With more than 33 years' service in the United States Army, Mr. Tunson was titled Provost Marshal, (military chief of police), Assistant Secretary General Staff Officer, General's Aide, Company Commander, and Emergency Preparedness Homeland Defense Officer. His military decorations include the Meritorious Service medal, Joint Service Commendation medal, and a Southwest Asia Service medal.A former criminal justice instructor for the University of Phoenix for more than 12 years, Mr. Tunson is currently the Department Chair for the Criminal Justice Department at California Southern University in Irvine, California.
